They persist and are allowed to rule the roads. We keep idiots down to a minimum like that and the fear that you will get shot keeps your idiocy in check. Yes, there's that one fucktard who ruins it for everyone else, but chances are, he won't last long since he will be gunned down by some road rager in the next 5 months. In Chicago, traffic is bad during rush hours but there's order and an understanding between drivers that you all just want to be home in time. Such that I have to do a FULL STOP to let someone into my lane. There's the closed lane where NO ONE knows how to do a zipper lane. There's the daily near miss into an ambulance. But no one bothers to look around and use their mirrors to cars behind them go through. There's the near daily occurrence of people driving way below the speed limit, side by side, taking up all lanes. Someone always misses their exit and backs up in the highway instead of exiting the next one. There's a geriatric blind lady backing into a suburban road with a 45mph speed limit. There's always a totaled car by the road at least twice a week, which may or may not be cleared within the month. Driving here is terrible and I guess that's why car insurance here is through the roof. Here, you get complacent because you thought people drive like good educated drivers? Whabam! Car accident. There's just organized chaos and bad drivers, so defensive driving is the way to go always. At least there, you have no expectation of order. It's like driving in a 3rd world Asian metropolis. If you get stuck behind one, it feels like forever before it turns green. Couple that with the population growth there you go, gridlock! Good luck with the move. I think the main problem with traffic, at least downtown, is that the Hillsborough River creates a pitch point that everyone needs to drive around. If I move back to Tampa anytime soon, I would probably look to live north and west of town (Town n Country, Westchase, etc). Wait any later, and you will be bumper to bumper on I-75, I-4, i-275, 301, 41. If you get to work early (before 7am) and leave before 3pm, you will be fine. A weekday morning or afternoon drive which should take maybe 30-40 minutes was typically anywhere from 60-90 minutes 60 minutes is a typical, good day. I lived in Riverview and had to commute to work to Westshore through downtown. Tampa traffic is a nightmare depending upon where you have to drive. The traffic difference is night and day (meaning loving my commute to work in Raleigh now). I moved from Tampa to Raleigh in 2020, having been in Tampa for 8 years.
